Kansas Launches Enhanced Web Portal at www.Kansas.gov

Locating state of Kansas government information and services online has become even easier. The state’s official Web site has been renamed, redesigned, and reorganized to improve citizen and business access to government information. For access to more than 250 online services and 780,000 thousand pages of content, point your Web browser to www.Kansas.gov.

“Our goal is to make it as easy as possible for people to get information about the services our state offers,” said Governor Kathleen Sebelius. “It’s important we continue working to make it simpler for Kansans and potential business partners or future Kansans to get the information they need. Kansas.gov is a great step in that direction.”

While the name and look have changed, the services, support and the people behind them have remained the same. Kansas.gov is a name and URL that will be easier for users to remember and more clearly identifies the state of Kansas Web site.

“Kansas.gov provides a user-friendly gateway for citizens to efficiently interact with government,” said Tracy Smith, general manager of Kansas.gov. “The site’s fresh new look also demonstrates the beauty and progressiveness of Kansas.”

The state Web site continues to put a strong emphasis on accessibility and usability. The Kansas State School for the Blind recently tested the new site. “The new Kansas.gov Web site not only looks nice, but it has also made some major advances in the areas of accessibility and cross-platform compatibility over the previous site,” said Bradley Hook, education technician for the Kansas State School for the Blind. “The new Kansas.gov site is an excellent example of how to approach accessible Web design, and we can only hope more state agencies will follow the lead of the Kansas.gov team.”

The streamlined home page and navigation have a cleaner look while providing more information. One addition to the Kansas.gov home page is a center section that provides quick access to frequently used categories. These categories include news, commonly asked questions and subscriber information, and a democracy section that includes state government contacts and voting information.

Kansas.gov provides more than 250 interactive services for citizens and businesses including business tax registrations, annual report filings, vehicle registration renewals, criminal history record checks, legislative bill tracking, medical license renewals and verifications, motor vehicle record searches, property tax payments, and state income tax filings.

www.Kansas.gov Offers Quick and Easy Online Filings for Last Minute Filers

As the April 15 tax deadline approaches, Kansans have a quick and easy way to file their state taxes online through www.Kansas.gov, the state’s official Web site. The Kansas Department of Revenue’s WebFile service is available to all Kansas taxpayers. WebFile does not require any complicated downloads and offers a built-in automatic calculator to help reduce filing errors.

The online filing system is free to those who qualify for a refund or who pay by electronic check. The Kansas Department of Revenue will not withdraw the funds from accounts until April 17 for taxpayers who underpaid and choose to pay by electronic check. Taxpayers who overpaid their 2005 taxes and file online will receive refunds within five to seven days, while refunds from paper returns will take approximately two weeks. The Department of Revenue also offers an online refund status service for taxpayers.

“It’s the easiest program I have ever used,” said one WebFile user. “Very straightforward — nothing confusing about it at all. Every state should try to achieve your standards for this.” Another citizen who filed taxes online with WebFile said, “I love the convenience of being able to file on the Web, not to mention the fact that it’s free and does the calculations for you.”

As of April 10, more than 40,000 Kansans have taken advantage of WebFile. More than 97 percent of Kansans who used WebFile this year and responded to the survey said they feel confident filing their Kansas tax return online.

“Join your neighbors who file and pay taxes electronically,” said Joan Wagnon, Kansas Department of Revenue Secretary. “It’s fast, friendly and free. Approximately half a million Kansans are using a computer to prepare their return and mail it to us. The state will save millions in processing costs if citizens choose to file electronically.”

WebFile is available 24 hours a day and seven days a week. The easy-to-use system does not require downloaded software. All taxpayers need to get started is a computer with an Internet connection and either the assigned PIN from their mailed tax booklets or last year’s refund or balance due amount. First-time filers will need information from their W-2 to log into WebFile. Filers will receive confirmation numbers and printable copies of filed returns, thereby eliminating the need to mail documents to the Department of Revenue.

www.Kansas.gov and Kansas Highway Patrol Win Award for Online Crash Logs

The Government Solutions Center recently announced that the Kansas Highway Patrol’s Online Crash Logs system is a Pioneer Award recipient. The Online Crash Logs service, which is available to the public through the state’s official Web site at www.Kansas.gov, streamlines the Kansas Highway Patrol’s process of recording and distributing crash information by reducing the amount of paperwork dispatchers must complete.

The Government Solutions Center awards program recognizes federal, state, local, and international public sector organizations for their efforts to deliver results-oriented government services. Representatives from the state of Kansas joined seven other national winners at an awards event on July 26 in Washington, D.C.

The Online Crash Logs system has eliminated approximately 6,000 calls per month to Kansas Highway Patrol dispatchers from the public and media representatives. Instead of answering calls and manually completing, updating, and faxing a paper crash log multiple times a day, dispatchers electronically enter and update the information once. The online service gives dispatchers more time to focus on the most important aspect of their jobs — communicating with officers on the road and travelers in emergency situations.

“The Kansas Highway Patrol’s Online Crash Logs has improved the way we release information about injury and fatal crashes investigated by the agency,” said Colonel William Seck, Superintendent of the Kansas Highway Patrol. “Thanks to the new online service, we have saved more than 700 hours of staff time each month in processing and relaying crash information. This has allowed us to provide a service to our customers that is generally unmatched by similar processes.”

This Online Crash Logs service was developed through a partnership between the Kansas Highway Patrol and Kansas.gov, the state’s official Web site.

The Nation’s First State Government Portal Introduces a New Design at www.Kansas.gov

The nation’s first state government portal keeps getting better, thanks to an innovative new design unveiled last week. The enhanced www.Kansas.gov Web portal features a sharp new design, easier navigation, and superior tools to quickly help citizens find the information and services they need.

The “MyKansas” feature offers users the ability to customize and save their own front page. Users can control their page by adding, deleting, or moving information sets, called “tiles,” based on their own preferences. They can even create a custom “tile” to house their favorite links for easy access during future visits to Kansas.gov. Customized tiles can also be designed by government offices, which creates a more dynamic state portal by featuring links and services specific to each agency.

“With Kansas.gov, the state’s elected officials have never been closer,” said Kansas Governor Kathleen Sebelius. “With the click of a button, e-mail can express the concerns of our citizens in a way that used to take days. A simple electronic search can provide the information that once took hours – or even a trip to a state office. Perhaps most importantly, the easier things become, the more money our state saves.”

Highly used and seasonal services are showcased visually across the top of the page in the rotating service bar. Up to 18 services can be featured in this highly visible section of the state Web site. A “bubble” appears when the visitor hovers over one of these features to provide helpful information about the service. In addition, the new online photo gallery provides a beautiful array of Kansas photos within its “lightbox” display feature.

The state’s earliest Web-based services were launched in 1992, and www.Kansas.gov now hosts an average of 34 million unique visitors and processes more than 3.3 million online transactions annually. The current design was launched on May 31, 2007.

Kansas Signs New eGovernment Contract with NIC to Extend Portal Management Services Through 2016

The state of Kansas has signed a new contract with Kansas Information Consortium, LLC, a wholly owned subsidiary of eGovernment firm NIC (NASDAQ: EGOV), to manage its official government portal (http://www.Kansas.gov) for up to seven years. With this new contract, the state of Kansas and NIC will extend the nation’s longest-running public-private state portal management partnership through December 2016. Kansas Information Consortium has managed Kansas.gov’s operations for more than 16 years.

As the first state government portal in the nation, Kansas signed its original contract with Kansas Information Consortium in December 1991. The new contract becomes effective on January 1, 2010, and was approved by the Information Network of Kansas Board of Directors on October 2, 2008.

The 10-member committee oversees the state portal’s operations and is comprised of private and public sector executive representatives. The Information Network of Kansas Board of Directors also reviews and approves all individual agency agreements, portal policies, and new portal services.

“Electronic government originated in Kansas and we will continue to lead the nation in using technology to make state government more accessible to citizens,” said Information Network of Kansas Board Chairman Dan Yunk.

To maximize benefits delivered to the state and its constituents, Kansas uses a self-funded solution to provide eGovernment services at no upfront cost to citizens and businesses. Kansas.gov currently works with more than 150 state and local government agencies and has developed nearly 200 interactive government services, including professional license renewals, court records searches, and criminal history checks. In 2007, Kansas.gov supported more than 11 million transactions and processed $21 million in online payments through its secure financial system.

“NIC’s relationship with the state of Kansas has defined the course of eGovernment through the years, and we are honored to continue our partnership,” said Harry Herington, NIC’s Chief Executive Officer.
